There has never been any study done to even suggest that small breasted women increases a man's desire for children. For this reason you have to look at similar issue studies. For a while, it was believed that visual depictions of fake rape would increase the occurrence of real rape. So a study was done. Turns out, in areas that allow Fake Rape Porn, the occurrence of Rape DECREASED. It was explained that this provided "release" as potential rapists stayed at home. If this holds true, then banning A-Cup porn will actually INCREASE the problem. Similar to how the American Prohibition of Alcohol substantially increased the demand and consumption, and how every school grade student learns about Drugs first from the people who speak against it. IMHO, this has all gotten really out of hand. If anything, this is going to have the immediate implication of pushing perfectly normal and attractive women into having breast augmentations and otherwise further damage the self-esteem of small breasted women while the problem of adults desiring children will probably get worse. The people should demand studies, and adults shouldn't put up with this. It is essentially a form of sexual discrimination to allow one woman over another to work in a given field (porn) based only on the size of their breasts. If I was a small breasted woman in Australia I would be outraged. If I was a small breasted woman in America I would be worried that the same would happen here. So… what does this mean for America? There used to be little title card spliced in before EVERY movie with "Passed, Maryland Board of Censors, and the registration number."
