		<description>That article makes me think that the Chinese government is very divided about what to do. It sounds like some members of the government suggested this as a solution even as other parts of the government are calling this unacceptable. </description>

Anyone who has worked in a tech firm has seen the Pareto Rule bite down: 20% of your clients generate 80% of your trouble, grindwork, and operating cost overruns. From the quote here about 1 in 5 meetings having China as a topic, it sounds like China, or at least the government of China, was one of those clients.
Sometimes, there are customers that you end up dropping.</description>
