Thus, the crime rate officially appears different than it actually is.</description>

You made a grand claim:  That this corruption &lt;b&gt;probably&lt;/b&gt; resulted in lower crime rates, but you can&#039;t even back it up.  And I pointed out the ridiculousness of your comment.  Not to mention that the very little text in the body of the post completely contradicted your statement (how do you expect crime rates to drop if the wrong people are being arrested??).
