You could propose ‘Murder is punishable by public hanging. Public hanging is murder’. That way you would hang everyone in the country….

It’s not actually a recursive function though. Here’s some pseudo-code.
// propose_hanging: true if person believes in hanging
// Returns true if the person should be hanged.
bool should_be_hanged(bool propose_hanging) {
return propose_hanging;
}There are only two possible inputs: proposing hanging or not proposing hanging. The stop condition is immediate in either case.
