Just take a look at Willy Brandt and Egon Bahr (that's the chap right behind Brandt, state secretary then, if I remember correctly), they're looking into the camera in the the upper photo, not in the lower one. Also, the upper photo was taken from a much higher point, the angle is completely different. No manipulation here, just two shots whith a bit of cleaning up in between.
Also, the caption ist wrong in at least one point: The upper photo surely has not been taken from German press, but Russian: The print is in Cyrillic.

The 14th on that site surely looks like a different photo of the same event. Way too many things that weren't worth editing are different. Such as the cufflink to jacket ratio.

Hany Farid at Dartmouth has been doing this kind of work and gathering examples of this for quite a while. His web page For and Six (from where the Daily news took these pics) has a much more elaborate collection than does the Daily News: http://www.fourandsix.com/photo-tampering-history/
Farid is probably the foremost expert in the world on these kinds of manipulations.

This speaks as much to the history of propaganda as making simple copies. Creating propaganda must be the second oldest profession or at least in the top 10. It would be fascinating to see how the Romans used it or the English when they invaded France, etc.

Photoshop was developed from darkroom techniques. The earlier versions (6 and earlier) there was direct links. As the tools have developed, it's gone way beyond that.
