The link that seems to be to purchase Velveteen vs. The Junior Super Patriots goes to the Amazon page for When Will You Rise. Velveteen vs. The Junior Super Patriots is available from Amazon or directly from ISFiC Press at http://www.isficpress.com/velveteen.php

The "serialized on livejournal" link is also missing a period at the end, and thus 404.

The post seems a bit turned around - Velveteen vs. is the hardcover that collects, well, the Velveteen vs. series...the link, though, goes to When Will You Rise, which is also a hardcover collection of short stories, but is set in the Newsflesh verse. (Someone buying WWYR and expecting Velveteen, which is how the article reads, would be, um, surprised.)
