Why is it that organisms evolved out of the need to be surronded by water and can live and move about on land yet sperm remain so primitive? Why is it that sperm haven’t evolved legs and lungs so they can cruise the boulevards in search of ripe ova?

Well, broadcasting (or to be more technically correct “dudecasting”) does have advantages over point-to-point transmission. For one thing the source can’t be overloaded by demands from the receivers.
