McDonagh #4708, <a href="http://www.seattle.gov/police/about/commanders.htm" rel="nofollow">commander of the SPD Special Operations Bureau</a>, was quoted as saying, <b>"I don’t call it a surveillance camera – surveillance to me implies someone is sitting there watching it all the time.
