And that is a big part of the problem. Internet is still seen as an entertainment luxury like cable television. They are starting to move more of their lives online themselves, but they take it for granted that there are still analog ways to do things. Many chain employers only accept online applications, government services are increasingly moving online. The first step is getting people to recognize it as a public utility, second as a public good and finally as a public right. I know perceptions usually lag behind reality but if we do not close the gap a bit there are lots of people who will be left behind.
