Canadian artist <a href="http://www.howietsui.com/">Howie Tsui</a> redesigned a pinball machine to turn it into a crude simulation of a musket-ball rattling around a soldier's guts for a War of 1812-themed exhibition currently running at the Agnes Etherington Arts Centre at Queens University in Kingston. It's meant to demonstrate the way that repetition and concentration can inure you to the horrors of war:

The first part of his exhibition is a re-themed pinball machine, which now, having been Tsui-ed, is called Musketball! Tsui repainted the front glass panel and it now shows a British soldier reeling back as his guts explode from a musket shot (no rolling around inside for this one). The playing surface is painted with organs, tissue and bone, with the words “mangled viscera” at midfield. It would all be tame in a modern shooter video game, but it’s shockingly graphic on a vintage board.

I step up to the game and fire my first ball, which gets back in the gutter faster than I thought possible. I fire the second ball — which I note are gold, not silver,  to which Tsui says, “I kind of blinged it up a little bit.” This ball stays in play just long enough to hit a few bumpers and set off sound effects of rifle shots and artillery blasts. I fire my remaining three balls, and my final score is slightly less than one-tenth of Tsui’s high score. “It’s your first time playing. I had to do a lot of testing,” Tsui says, showing he’s also talented in the art of diplomacy.

“After a while,” he says, “you sort of get hooked on the game, and the whole idea for me is that it distances the player from the idea of violence.”

No government in Canadian history has been as hostile to science as Stephen Harper's Conservatives.  John Dupuis has assembled a brief, brutal chronology of the ways that the Tories have attacked Canadian science. It's no coincidence that this government is so hostile to science, seeing as how its funding and grassroots support come from the tar sands and related Big Oil interests, who want as little known as possible about the impact of their dirty industry on the planet we all share.

This is a brief chronology of the current Conservative Canadian government’s long campaign to undermine evidence-based scientific, environmental and technical decision-making. It is a government that is beholden to big business, particularly big oil, and that makes every attempt to shape public policy to that end. It is a government that fundamentally doesn’t believe in science. It is a government that is more interested in keeping its corporate masters happy than in protecting the environment.
<p>
As is occasionally my habit, I have pulled together a chronology of sorts. It is a chronology of all the various cuts, insults, muzzlings and cancellations that I’ve been able to dig up. Each of them represents a single shot in the Canadian Conservative war on science. It should be noted that not every item in this chronology, if taken in isolation, is necessarily the end of the world. It’s the accumulated evidence that is so damning.

I reviewed Ronald Diebert's new book <a href="http://www.amazon.com/exec/obidos/ASIN/0771025335/downandoutint-20">Black Code</a> in this weekend's edition of the <em>Globe and Mail</em>. Diebert runs the <a href="https://citizenlab.org/">Citizen Lab</a> at the University of Toronto and has been instrumental in several high-profile reports that outed government spying (like Chinese hackers who compromised the Dalai Lama's computer and turned it into a covert CCTV) and massive criminal hacks (like the Koobface extortion racket). His book is an amazing account of how cops, spies and crooks all treat the Internet as the same kind of thing: a tool for getting information out of people without their knowledge or consent, and how they end up in a kind of emergent conspiracy to erode the net's security to further their own ends. It's an absolutely brilliant and important book:

Ronald Deibert’s new book, Black Code, is a gripping and absolutely terrifying blow-by-blow account of the way that companies, governments, cops and crooks have entered into an accidental conspiracy to poison our collective digital water supply in ways small and large, treating the Internet as a way to make a quick and dirty buck or as a snoopy spy’s best friend. The book is so thoroughly disheartening for its first 14 chapters that I found myself growing impatient with it, worrying that it was a mere counsel of despair.

But the final chapter of Black Code is an incandescent call to arms demanding that states and their agents cease their depraved indifference to the unintended consequences of their online war games and join with civil society groups that work to make the networked society into a freer, better place than the world it has overwritten.
<p>
Deibert is the founder and director of The Citizen Lab, a unique institution at the University of Toronto’s Munk School of Global Affairs. It is one part X-Files hacker clubhouse, one part computer science lab and one part international relations observatory. The Citizen Lab’s researchers have scored a string of international coups: Uncovering GhostNet, the group of Chinese hackers taking over sensitive diplomatic computers around the world and eavesdropping on the private lives of governments; cracking Koobface, a group of Russian petty crooks who extorted millions from random people on the Internet, a few hundred dollars at a time; exposing another Chinese attack directed at the Tibetan government in exile and the Dalai Lama. Each of these exploits is beautifully recounted in Black Code and used to frame a larger, vivid narrative of a network that is global, vital and terribly fragile.

Yes, fragile. The value of the Internet to us as a species is incalculable, but there are plenty of parties for whom the Internet’s value increases when it is selectively broken.

Now, MakerKids is running a 3D printing weekend for kids at Toronto's Harbourfront centre. Andy from Makerkids writes, "This weekend, at the 11th annual Toronto International Circus Festival (from May 16th-18th at the Harbourfront Centre), MakerKids will be helping kids to do 3D printing of circus creatures! At our station at this free event, kids will design fantastical animals and characters they'd like to see in a circus using the 123D Creature app. The crowd's favourites will be 3D printed for their designers to bring home!"

Gawker's John Cook was contacted by a tipster who offered to sell him a video of Toronto mayor Rob Ford smoking crack for <b>more than</b> $40K. As proof, the tipster provided a photo of Ford posing with Anthony Smith, recently murdered in a gang-style shooting. The tipster claimed that Ford buys his crack from a dealer who services many of Toronto's elite, including "Ford's longtime friend, people on his staff, his brother, a prominent hockey analyst, and more."
<p>
Gawker didn't want to spend the $40K to get the video, though they did send Cook to Toronto, and he claims to have seen it. A CNN source tipped off  the Ford people that the video is in circulation, and there the story stands:

Here is what the video shows: Rob Ford, the mayor of Toronto, is the only person visible in the frame. Prior to the trip, I spent a lot of time looking at photographs of Rob Ford. The man in the video is Rob Ford. It is well-lit, clear. Ford is seated, in a room in a house. In one hand is a a clear, glass pipe. The kind with a big globe and two glass cylinders sticking out of it. In the other hand is a lighter. A slurred voice off-camera is ranting about Canadian politics in what sounds like an attempt to goad Ford. "Pierre Trudeau was a faggot!" is the one phrase the lodges in my mind. Ford, pipe in one hand and lighter in the other, is laughing, and mildly protesting at the sacrilege. He seems to keep trying to light the pipe, but keeps stopping to laugh. He is red-faced and sweaty, heaving with each breath. Finally, he finds his moment and lights up. He inhales.

In one move, the owner stops the video and draws the device back into his pocket.
<p>
"You took this?" I ask.
<p>
"Yes."
<p>
"When?"

"Within the last six months."
<p>
"You're sure it's crack?"
<p>
"Yes."

"You've seen him smoke crack before?"
<p>
"Yes. Gotta jet."
<p>
And he is gone.

Cook reports that someone with a Hotmail account identifying himself as Dennis Morris and claiming to be Ford's lawyer sent him an email threatening to sue him if he publishes. I'd be interested in knowing whether "Dennis Morris" is registered with the Law Society of Upper Canada, but they don't appear to have an online registry.

Rob Ford is one of the worst politicians in Canadian history (really saying something). My nickname for him is <a href="http://boingboing.net/?s=bumblefuck">Mayor Laughable Bumblefuck</a>. He's weathered some severe scandals during his tenure in office, but I think that this one would be terminal, and may even take down his brother, Councillor Doug Ford, a guy widely held to be the brains in the outfit.

Canipre, a Canadian company that helps the entertainment industry send legal threats to people alleged to have infringed copyright, has been caught using several infringing images on its website. Included in the art that Canipre appropriated for commercial gain without permission is a CC-licensed photo that they could have used legally simply by crediting the photographer. Canipre blames its web developer.

I ended up getting a flurry of phone calls and e-mails from a guy named Barry Logan.

Logan claimed that the company used a 3rd party vendor to develop their website and that the vendor had purchased the image from an image bank.

I pointed out to Logan that if that was true, he had basically paid his vendor to rip off other people's creative work. Logan told me that he would contact his web provider and have the image removed. He also told me that he would provide me with the name of the website developer and the name of the image bank where they obtained my photo.

I did notice that they took down my photo, but I have not heard back from Logan regarding the name of the developer and where they sourced my image. I plan to contact Logan later today if he doesn't get back to me. [sic]

The best part is that the company claims it is motivated by a higher calling than mere profit: "[We want to] change social attitudes toward downloading. Many people know it is illegal but they continue to do it... Our collective goal is not to sue everybody… but to change the sense of entitlement that people have, regarding Internet-based theft of property."

Notice, that's research in the service of *existing* industries.  So government labs can help the current rich get richer, but may not create whole new industries.  An applied mathematician might describe this as: you are allowed to climb toward the top of the hill you are on now, but not allowed to jump to other hills which may reach much higher.

...And your applied mathematician consultant would tell you that this is not a way likely to find a global maximum, merely a local one.  Maybe the Conservative government should listen to some scientists before ruining science policy.

For <a href="http://www.pbs.org/newshour/updates/science/jan-june13/guatemala_05-08.html">PBS NewsHour</a>, I spoke with Miles O'Brien from inside the "State of Siege" zone, where the government has declared a state of military occupation in response to protests over a US/Canadian-owned mine. Today, debate continues between Congress, the Constitutional Court, and the administration of President Otto Perez Molina, over whether the State of Siege will be ratified and continue for the entire month declared, or if it will be ended over charges that it is unconstitutional and an act of repression against civil protests.<p>

And as the <a href="http://boingboing.net/2013/05/09/guatemala-the-science-behind.html">genocide trial entered its final phase</a>, the Public Prosecutor reminded the court in his closing arguments that the 17 months Rios Montt was in power were, at the time, classified as a "State of Siege."<p>

It's a big issue. In Canada, in 2010, 1014 workplace deaths were recorded in Canada - that's almost three deaths every day! Between 1993 to 2010, 16,143 people lost their lives due to work-related causes in Canada.

A 2003 survey showed that compared with other developed countries of the OECD, Canada isn't doing too well. Of the 29 developed nations 24 had significantly lower workplace death rates than Canada. Using the factor of deaths/100,000 workers, Canada was only safer on average than Korea (29 deaths), Turkey (20.6 deaths), Mexico (12.0 deaths), Portugal (8.7 deaths) and then Canada with 6.1 deaths per 100,000 workers.*

Our class used humour because we thought it would be an effective way to create a memorable message. Our PSA won first place in the Manitoba Safe Work video contest, and it is now competing to be the top Canadian video.

Residents of four towns east of Guatemala's capital woke up to news that their communities had been placed under a 30-day State of Siege by the administration of President Otto Perez Molina, following anti-mining protests that turned violent. One policeman was killed, six civilians were wounded by rubber bullets, and a number of police cars were burned and overturned on roadways. <a href="http://guatemala.gob.gt/index.php/2011-08-04-18-06-26/item/3636-estado-de-sitio-en-municipios-de-jalapa-y-santa-rosa">Here is the government's official public announcement</a>. Public gatherings in the area are banned for 30 days. <p>

According to <a href="https://twitter.com/CAndrinoB/status/330001472488095746">Guatemalan Defense Minister Col. Ulises Giron Anzueto Noah</a> (shown at right, photo today by <a href="https://twitter.com/CAndrinoB">Carlos Andrino</a>), 3,500 total personnel participated in operations to bring the "estado de sitio" (state of siege) into effect. Some soldiers entered the areas in armored personnel vehicles and tanks. Hundreds of police officers were involved, as were private security officers for the <a href="http://www.tahoeresourcesinc.com/escobal">Canadian-owned Escobal mine</a> at the center of the controversy. <p><span id="more-228209"></span>

The mine at San Rafael Las Flores is <a href="http://www.tahoeresourcesinc.com/escobal/escobal-gallery/">known locally as the San Rafael Mine</a>, and has been in conflict for years. It is owned by <a href="http://www.tahoeresourcesinc.com/">Tahoe Resources Inc</a>. of Vancouver, British Columbia, and is located about 70km (or 40 miles) east of Guatemala City. The communities who live nearby, many from the <a href="http://en.wikipedia.org/wiki/Xinca_people‎">Xinca ethnic group</a>, have long argued the mining operation threatens to irreversibly contaminate their water sources. The mine is not yet operating, but the Guatemalan government has granted  the  permits needed to open. <p>

During a televised press conference this morning, Guatemalan president Otto Perez Molina said the State of Siege was necessary because the protesters&mdash;or organized crime groups like the Zeta drug cartel who have taken advantage of instability to operate in the area&mdash;are armed with heavy weapons and explosives.

<p>
“Investigations have found that a number of crimes have been committed, including homicide, kidnapping, and the destruction of government property,” said Molina in the press conference. He added that ten arrests had been carried out “based on arrest warrants issued days ago against suspects in killings and kidnappings.”
<p>

“There are other interests mixing with those of the civil population, ‘other interests’ that are behind this situation,” Molina told reporters today. "[The administration] maintains a neutral position regarding the mine… our goal is to ensure the peace and tranquility of Guatemala. The majority of the population of the municipalities under a state of siege are against these recent acts of delinquency.”


<p>
Guatemala's Minister of the Interior Mauricio Lopez Bonilla followed the President in the press conference, explaining that an undeclared number of police and soldiers had been dispatched to the four communities. The state of siege, he said, has "nothing to do with the mine," and any claims that the government is effectively criminalizing protests were "false." 
<p>

Lopez Bonilla described the anti-mining protest groups in the area as “Merchants of Conflict,” and vowed to reveal "the criminal structures behind this recent activity" in raids to be carried out today.
<p>

President Molina heads to Costa Rica</strong> tomorrow for the two-day <a href="http://www.sica.int/">Presidents' Summit of the Central American Integration System</a>, an <a href="http://en.wikipedia.org/wiki/Central_American_Integration_System">annual conference</a> for Central American heads of State. <strong>United States President Barack Obama</strong> will be present, and cooperation between US and Guatemalan security forces around anti-drug trafficking and anti-terrorism efforts is expected to be central to the agenda.<p>



 <p>

There is precedent for declaration of a "State of Siege" here in Guatemala: In 2010, for instance, <a href="http://www.prensalibre.com.gt/noticias/justicia/coba-sitio-estado_0_392960746.html">the government of former president Alvaro Colom made the same declaration</a> in Alta Verapaz (a "department," or county), claiming it was <a href="https://nacla.org/news/martial-law-repression-and-remilitarization-guatemala">necessary to restore government control in an area</a> that had been effectively taken over by the Zeta cartel.
<p>
During a "State of Siege" in Guatemala, which is more restrictive than a "State of Emergency," law enforcement has a number of broad rights outside of the normal legal framework, and the constitutional rights of affected citizens become limited. 

<p>For instance: the government has the right to seize weapons; arrest or detain citizens for unlimited periods of time without appearing before a judge and with no guarantee of an attorney to represent them  during interrogation. The state can also restrict or deny access to areas or people.<p> All public gatherings or protests in the area around the San Rafael mine are understood  to be banned, under the emergency declaration.

The <a href="http://www.washingtonpost.com/business/guatemala-sends-police-army-to-crack-down-on-anti-mine-protests-issues-emergency-decree/2013/05/02/d1e049f4-b32c-11e2-9fb1-62de9581c946_print.html">mine’s owner told the Associated Press</a> that local protesters "armed with machetes 'turned hostile' at the gate on Saturday, and security guards fired tear gas and rubber bullets to ensure the security of mine personnel."

<blockquote>Other protesters temporarily detained 23 police officers, seizing their firearms before releasing them. Later, in a nearby town, another officer was shot and killed in a confrontation possibly related to the mine clashes. Residents have said they fear the underground mine will dry up local springs and other water sources. 

<p>Ira Gostin, vice president of investor relations for Tahoe Resources, said complaints that the mine could affect the springs “are totally unfounded.”

Canada Post -- a failing, state-owned Crown Corporation -- not only claims a copyright on the database of postal codes (a collection of facts, and not the sort of thing that usually attracts copyright). They also claim a <em>trademark</em> on the <em>words</em> "postal code," and have sent legal threats to websites that use the words factually, to describe actual postal codes.

Canada Post disagrees. The crown corporation now argues that the very term “postal code” is subject to a trademark owned by Canada Post. Anyone using the term “postal code,” therefore, does so at their own risk.
<p>
“Canada Post has adopted and used Canadian Official Mark POSTAL CODE,” the statement of claim reads. “The Defendants have passed off their wares and services as and for those of Canada Post contrary to section 7(c) of the Trade-marks Act.”
<p>
What this means is Canada Post is changing direction in their lawsuit against Geolytica.
<p>
Geolytica has argued since the lawsuit began that they did not copy the Canada Post postal code database, but instead built their own based on the feedback of their own users. They crowd-sourced it. This makes Canada Post’s original copyright claim trickier, even if you set aside the facts vs. intellectual property argument.

<p>Two Nova Scotia high school students, Kendra Lemke and Meredith Faulkner, submitted this experiment to Canadian Space Agency and got to see astronaut Chris Hadfield actually test it out on the ISS. The results are seriously extraordinary and you need to see them.</p>

“The new rules are undemocratic. They attempt to restrict the public’s participation in these hearings and prevent a real dialogue about the environmental impacts of the Line 9 pipeline project,” said Adam Scott of Environmental Defence. “Canadians should not have to apply for permission to have their voices heard on projects that carry serious risks to their communities.”
<p>
Under the new rules, any Ontario resident who lives along the 639-km pipeline route who wants to send in a letter about their concerns must first apply to the NEB for permission to send in a letter. As of today, the public will have just two weeks to fill out a 10-page form which asks for a resume and references.

“Since when does someone’s resume determine if they have the right to be concerned about what’s happening in their home community?” said Keith Stewart of Greenpeace Canada. “Anyone who lives and works in southern Ontario could be affected by a spill and everyone is affected by climate change. The right to send a letter of comment and have it considered by public agencies is part of the basic rights and freedoms Canadians enjoy.”  
<p>
Line 9 runs directly through the most populated part of the country, through backyards, under farms and next to schools. The pipeline crosses every Canadian river flowing into Lake Ontario, threatening the drinking water of millions.

Months after the Supreme Court of Canada delivered a stinging defeat to Canadian copyright collective Access Copyright by ruling for an expansive approach to fair dealing and the government passed copyright reforms that further expanded the scope of fair dealing, Access Copyright responded yesterday with what amounts to a desperate declaration of war against fair dealing. Access Copyright has decided to fight the law - along with governments, educational institutions, teachers, librarians, and taxpayers - on several fronts. Most notably, it has filed a lawsuit against York University over its fair dealing guidelines, which are similar to those adopted by educational institutions across the country. While the lawsuit has yet to be posted online, the Access Copyright release suggests that the suit is not alleging specific instances of infringement, but rather takes issue with guidelines it says are "arbitrary and unsupported" and that "authorize and encourage copying that is not supported by the law." 
<p>
Most of Access Copyright's longstanding arguments were dismissed by the Supreme Court this past summer. To suggest that a modest fair dealing policy based on Supreme Court jurisprudence and legislative reforms is "arbitrary and unsupported" is more than just rhetoric masquerading as legal argument. It is a declaration of war against fair dealing.

Jennifer Pawluck, a 20 year old woman from Montreal, was taken into police custody yesterday and questioned after she posted a photo of a graffiti mural on her Instagram. The mural showed a caricature of a Montreal police spokesman called  Cmdr. Ian Lafrenière, with a bullet hole in his head. 
<p>
After she posted the image to Instagram, police came to her house and took her in for questioning, releasing her several hours later. The police say that there are secret reasons they detained her, beyond taking a picture of graffiti and posting it, but they won't say what they are. 
<p>
Pawluck participated in the mass student demonstrations in Montreal and was part of the ensuing mass arrests. She will have to appear in court on April 17, and is barred from going with a kilometer of police HQ and from communicating with Cmdr Lafrenière. She has not been charged.

Lafrenière is the head of the service's communications division and frequently appeared in the media during the student protests.

Pawluck said that when the picture was taken, she didn’t know who Lafrenière was, but she found the image interesting.
<p>
Montreal police confirmed that a young woman was arrested at her home Wednesday and brought to the police station to be questioned by investigators. They did not name Pawluck.

Matterform's Photon 3D Scanner is a $350-$400 IndieGoGo-funded gadget from Canada. It promises to be operable by novices with no particular knowledge of 3D modelling or printing. It folds up to a small package, making it portable as well, and it can complete a scan in three minutes, working at dimensions up to 7.5" diam/9.5" height. The project is fully funded, but you can still pre-order by adding to the campaign; they're estimating general fulfillment by August.

Critics of Rob Ford, Toronto's laughable bumblefuck of a mayor, will tell you that at least he's good at teaching high-school football (maybe the only thing he truly enjoys). So it's newsworthy that the schools for which he coaches are considering firing him, and he won't show up to meetings to discuss his misconduct.

The school board is examining a Sun interview in which Ford made disparaging comments about the school community that have been called inaccurate by the board, parent council members, teachers and even one of Ford’s assistant coaches. The mayor asserted that Don Bosco players come from “broken homes” and would be dead or in jail if not for football.
<p>
Some parents have called for Ford’s removal.
<p>
“We haven’t made any decision whatsoever,” board spokesman John Yan said Thursday. “We’re trying to meet with the mayor, because we have to have an opportunity as part of the process to discuss his comments.
<p>
“Part of that process is for Mr. Ford to provide us with either with an explanation or a commentary on what transpired on the March 1 interview.

Two weeks ago, Toronto Mayor Rob Ford was accused of drunkenly groping and propositioning former mayoral race rival Sarah Thomson at a Canadian Jewish Political Affairs Committee charity event. He denied it, and smeared Thomson on his radio show.

Now, many people have come forward to say that Ford had become drunk and disorderly at military charity event called the Garrison Ball. These are just the latest in a series of incidents of public drunkenness for the mayor, who is a horrible embarrassment to the city of my birth. 
<p>
The <em>Toronto Star</em> has a long account of Ford's frequent bouts of public drunkenness and brawling, including events that he lied about at the time and later had to apologise for.

However, over the next hour, people in attendance noticed that the mayor seemed impaired. According to interviews, he was “incoherent,” “stumbling,” “rambling,” “intoxicated,” “slurring,” “seemed to be drunk,” “was nervous, excited, sweaty, out of it.”

Military guests were offended at the mayor’s behaviour, according to guests interviewed by the Star. “It felt disrespectful to the event,” said one organizer.
<p>
The six guests who provided accounts of the mayor’s condition spoke on condition of anonymity. The Star found that while these guests were concerned with the mayor’s condition, they did not want to be identified for two reasons. First, they did not want to be linked to a story that would cast a poor light on the annual Garrison Ball, which raises money for Wounded Warriors, a federally registered charity. Second, these guests, who all have prominent positions in the community, feared they would somehow be blacklisted for speaking out about the mayor.

Apparently this <a href="http://news.nationalpost.com/2013/03/21/ontario-premier-to-investigate-game-with-pipeline-bombing-on-taxpayer-funded-broadcasters-website/">made some blowhards angry</a>, who think that "tax dollars funded the game" and shouldn't fund a game about blowing up pipelines, and that the developer donating to a non-profit charity somehow constitutes an ethics violation, having received so-called "tax-dollar funding". 


Tax breaks and grants and things are available to all sorts of content and media producers in Canada. Game development and film production and the like are industries that are very active here. It's also not illegal to donate proceeds to non-profit charities.

Canada's Conservative government has issued new regulations to librarians and archvists governing their free speech in public forums and online media. According to the Harper government, public servants owe a "duty of loyalty" to the "duly elected government" and must get permission from their <s>political officers</s> managers before making any public utterance -- or even a private utterance in an online forum that may eventually leak to the public, to prevent "conflicts" or "risks" their departments.
<p>
The Tories have also rolled out a snitch-line where those loyal to the party line can report on their co-workers for failing to maintain ideological purity.

“Once you start picking on librarians and archivists, it’s pretty sad,” says Toni Samek, a professor of library and information studies at the University of Alberta. She specializes in intellectual freedom and describes several clauses in the code as “severe” and “outrageous.”
<p>
The code is already having a “chilling” effect on federal archivists and librarians, who used to be encouraged to actively engage and interact with groups interested in everything from genealogy to preserving historical documents, says archivist Loryl MacDonald at the University of Toronto.
<p>
“It is very disturbing and disconcerting to have included speaking at conferences and teaching as so-called ‘high risk’ activities,” says MacDonald, who is president of the Association of Canadian Archivists, a non-profit group representing some 600 archivists across the country.
