Ever since China's military invasion of Tibet in 1949-1950, the religion, the cultural heritage and sovereignty of the Tibetan people have been severely compromised.

With the signing of the 17-Point Agreement with the Chinese signed under duress on May 23, 1951, Tibet surrendered its sovereignty to the Chinese for the first time in its long history. Tibetans hoped that Beijing would comply with the Chinese side of the agreement. But that did not happen.

The situation inside Tibet deteriorated progressively, year after year following the invasion. The human rights of Tibetans were not honored.

Activists have created a petition, at The White House's We the People website, calling on the Obama administration to implore China to lift its suppression of Tibetan cultural and religious practices. If 100,000 people sign the petition by March 12., the White House must respond to it.

In 1956, violent protests began in the Kham region of Tibet. Many natives of that region, who are known as Khampas, left their homes and took refuge up in the hills with their weapons. They attacked Chinese posts whenever the situation was tactically favorable. Gradually, our Khampa warriors left Kham, and banded together in the vicinity of Lhasa and the Lhokha (southern) region.

The situation in Tibet worsened by the day, and many skirmishes between the Tibetans and Chinese forces erupted throughout Tibet.

During this tumultuous period in Lhasa, the Chinese military general invited the Dalai Lama to the local army headquarters for a dance performance. They insisted that the customary entourage and security detail not accompany His Holiness.

Lhasans were stunned and suspicious. They smelled danger. They were convinced that as soon as the Dalai Lama entered the military headquarters, the Chinese would kidnap him and fly him to Beijing, just as had happened with many other Tibetan freedom fighters who disappeared after accepting similar invitations from the Chinese.

On March 10, 1959, tens of thousands of Tibetans in Lhasa gathered to protest in defiance against the Chinese military, demanding they go back to China and leave Tibet to the Tibetans. The demonstrators surrounded the Norbulingkha palace, to protect the Dalai Lama. The angry crowd even stoned to death two Tibetans identified as spies, who were on the special Chinese payroll.

On the night of March 17, 1959, the Dalai Lama disguised himself as a Chinese soldier, slipped out of his summer palace, and headed south toward India. He was escorted by his loyal entourage, and by Khampa warriors.

At the time, I was five years old. I was living in the Ganden monastery in Tibet, as a reincarnated Tulku.

Word of the escape spread quickly. As people throughout Tibet learned of the Dala Lama's flight, many decided to make the perilous choice to try and follow him to India.

Some of our monastery elders fled, and they took me along with them to exile in India.

I was separated from my mother and father.

I never saw them again.

I have worked for my people's cause all my life. I do my best to serve as a conduit between our younger generation and older folks. I'm a follower of the Middle-Way Approach endorsed by His Holiness the Dalai Lama. I believe that this approach makes the most sense in our ever-changing geopolitical environment.

On March 10, 2013, I will join Tibetans around the world in protest. On that day, I will attend protests in the Bay Area, then fly to Washington DC to lobby American lawmakers to support human rights in Tibet, on March 18 and 19. There will be many Gangchenpas (“People from the Land of Snow”) in DC for our lobbying efforts, from some 20 cities throughout North America.

I urge every Tibetan reading this message to make an effort to join us in Washington, DC, for our lobbying efforts. We need the participation of as many Tibetans as possible.

The Tibetan self-immolations, which are occurring mostly inside Tibet, are our people's desperate call for justice and support from the international community. This began as a contemporary phenomenon in Tibet starting around 2009. In early 2013, the number of Tibetans who have burned themselves alive surpassed 100. In a brutally occupied land where there is no freedom of speech, immolation has emerged as a most desperate form of expression.

Each of those 100 fellow human beings demanded the restoration of fundamental human rights in Tibet, such as the freedom to practice one's spiritual beliefs in accordance with the teachings of the Buddha. They all call out as one voice for the return of His Holiness the Dalai Lama to Tibet.

All of my fellow Tibetan families and children are suffering so much inside occupied Tibet. It is important for all conscientious netizens of the global community to amplify our collective voices on behalf of the voiceless in Tibet.

We are united in our desire to raise the awareness of the international community. We want the world to hear and see the atrocities being committed against Tibetans solely for the crime of speaking their minds; the crime of human expression. We want to continue our spiritual practices in line with the teachings of our great gurus, not under the dictates of a state entity that does not believe in the right of religious freedom, or freedom of thought.

I urge world leaders to give us a hand. We want China to abide by globally-recognized principles of basic human rights and freedoms for the people in Tibet, as enshrined in the United Nations Universal Declaration of Human Rights.

China, give us genuine autonomy and there will be harmony.

I traveled to Santa Barbara this week to observe the Santa Barbara Tibet Summit, and the creation of a Tibetan sand mandala under the direction of Ven. lama Lobsang Samten.

Above, a short video I shot yesterday on my iPhone in which Samten explains some of the history and symbolism behind the "Wheel of Life" mandala, which is based in a very old tradition but also encompasses some newer creative elements.

It was a beautiful thing to see and hear, over the course of days. The chakpur, those conical metal tools you see in the video that they use to "paint" with the sand, make a raspy percussive rhythmic sound. It's hypnotic. When you can hear that you've achieved just the right pace and rhythm with that sound, one monk said, you know your mind has reached a meditative state of emptiness, and that is where you're supposed to be when you are creating the mandala.

The environment was reverent but there was also some goofing around, as evidenced in the photo below, in which Ven. Thepo Rinpoche takes an iPad snapshot of Samten's head. Yes, some monks carry iPads and iPhones and other gadgets, and they sometimes use them in interesting ways.

"His bald head is a mandala!" Thepo-la said as he snapped the picture. And then they both cracked up.

Tomorrow, Saturday January 26, they will ritually destroy the mandala in a ceremony that takes place at the Unitarian Society of Santa Barbara at 11am PT.

Why are the sand mandalas destroyed, when they are so beautiful and take so much labor and devotion to create? I asked Samten.

"They're like a birthday cake. They are meant to be eaten."

"Jigjey Kyab made an attempt to self-immolate but he apparently died before he could set himself on fire" said Lhamo Kyab, a former political prisoner living in Dharamshala. "He had reportedly consumed poison prior to his self-immolation protest to ensure that he didn’t fall into the hands of the Chinese authorities alive.”

In earlier instances, surviving Tibetan self-immolators have suffered amputations of all limbs, verbal abuse, interrogations, and maltreatment by doctors and Chinese officials at the hospitals. The condition of more than a dozen Tibetan self-immolators remains unknown.

In note found by his family (shown at right), he wrote:

"I pray that my aspirations will be fulfilled. If you are your mother’s son - rise up. Sons of the Land of Snows - rise up. Singers of the Snow Land - rise up. May His Holiness the Dalai Lama live for thousands of aeons. My respect to the white snow lion (symbol of Tibet). My prayers for happiness in Tibet."

"Father and mother, it is my hope that you will take care of yourselves. You are the most loving people in this world. I will repay your kindness in my next life."

Earlier this week, a 23-year-old man became the 99th person to self-immolate since 2009

Dr. Lobsang Sangay, the political leader of the Tibetan government in exile in Dharamshala, India, asked Tibetans to refrain from this form of protest, as he also urged all Tibetans not to celebrate the ceremonial new year, in mourning.

In a statement issued by the government in exile and the office of the Dalai Lama, Sangay said:

“Kindly pray for all who have sacrificed their lives and for all who continue to suffer in occupied Tibet. The Central Tibetan Administration continues to appeal to Tibetans to not undertake drastic actions and still self-immolations persist in Tibet. The universal demands of the Tibetans have been the return of His Holiness the Dalai Lama to Tibet and freedom for Tibetans.”

If you're in Southern California, here's a week-long event well worth checking out. Starting this weekend, The Santa Barbara Summit for Tibet (SBST) is hosting a "Tibetan Cultural Week of Celebration and Education to increase awareness in our city of the Tibetan culture’s philosophical and spiritual richness, as well as the challenges it faces."

Here's a schedule of events, all of which are free to the public.

A flyer for the event is here (PDF), and more on the project website, including a "Proclamation of welcome and support for Santa Barbara’s Tibetan friends and the people of Tibet," endorsed by the offices of the Mayor and City Council, State Assembly, Santa Barbara County Board of Supervisors, State Senate, and California Congressional Representatives. The event comes as news of more self-immolations inside Tibet and greater China, protesting Chinese policies and military actions inside Tibet.

Just this week, Chinese authorities arrested eight Tibetans, "including a family member of a self-immolator, for sharing information with outsiders in the Luchu region of Kanlho, eastern Tibet," Phayul.com reports.

The The Santa Barbara Summit for Tibet schedule includes a wide array of presentations, activities, and learning sessions. Of special note: a screening of the 2008 documentary “Leaving Fear Behind” by filmmaker Dhondup Wangchen, who is imprisoned in China for having produced the film. There will be a question and answer session after the screening with his wife and advocate, Lhama Tso.

On the eve of the CCP's 18th Party Congress, Students for a Free Tibet and the International Tibet Network release a parody video titled "Tibetans challenge Xi Jinping - Gangnam Style." A takeoff of Korean star Psy's uber-popular Gangnam Style, the video features China's heir apparent as a dimwit – a big-headed oaf whose only response to Tibetans' growing resistance is to arrest, beat and torture protestors. But Xi – like the four generations of undemocratic CCP heads before him – cannot stop Tibetans who are moving beyond fear and challenging the very foundations of Chinese rule in Tibet. Ultimately, the joke is on Xi Jinping, the soon to be leader of the unfree world and a remnant of authoritarian rulers of the past. As of August 8, 45 more Tibetans have resorted to self-immolation inside Tibet, 35 of whom have died, according to the International Campaign for Tibet. The incidents on Monday would bring the total number of self-immolations since February 2009 to 48. Tibetans in exile have also resorted to self-immolation.

According to the Tibetan pro-sovereignty website Phayul, she set herself on fire near the Jonang Zamthang Gonchen monastery in Zamthang county, in Ngaba region, the epicenter of a continuing wave of Tibetan self-immolations.

Rikyo’s body is currently being kept at the Jonang Monastery, although Chinese security personnel have reportedly demanded the body to be removed. Rikyo is survived by her husband and three children, the eldest, a 9-year old son and two daughters aged 7 and 5.

Just three days ago, two ethnic Tibetan men self-immolated in the Tibetan capital, Lhasa, at what is considered to be the ancient city's most important temple. Chinese police and firefighters arrived at Jokhang, extinguished flames, and removed the men. Their whereabouts and conditions are unknown.

One of the self-immolators was reportedly a 19 year old named Dorjee Tseten, originally from Amdo Bora, and the other young man is reportedly from Amdo Ngaba, although the source couldn’t confirm this information with absolute certainty. Both men had lived in Lhasa for some time and worked at a local restaurant named Nyima Ling.

The immediate and widespread security clampdown that followed included the cutting of telephone and internet connections, the inspection of all cameras and cell phones within a certain perimeter of where the immolations occurred, and numerous detentions yet to be fully confirmed. It is reported that the site of the immolations was immediately cleaned and that there were no traces of the event having taken place.

That incident occurred on the 6th day of Saga Dawa, the month-long annual celebration of the Buddha’s birth, enlightenment and death.

Since February, 2009, 38 ethnic Tibetans are reported to have burned themselves alive, demanding cultural and religious freedom and the return of their spiritual leader the Dalai Lama from exile.

Ed Wong in the New York Times writes about reports that hundreds of Tibetan Buddhists who attended the Kalachakra ceremony in January in India have been detained without charge by Chinese security officers upon returning to China-controlled Tibet.

This is the first time that the Chinese authorities have detained large numbers of Tibetan pilgrims returning from the ceremony, held regularly in India among other places. Many of the pilgrims are elderly and have been detained for more than two months in central Tibet, or what China calls the Tibet Autonomous Region. The detainees are being interrogated and undergoing patriotic re-education classes, and have been ordered to denounce the Dalai Lama, who presided over the ceremony, known as the Kalachakra, say people who have researched the detentions. The detainees are being held at hotels, schools and military training centers or bases; some are being forced to pay for their lodging and meals.

Meanwhile, the desperate protest-suicides continue. 33 Tibetans have self-immolated in protest of Chinese rule since 2009, according to the Tibetan government in exile. And on April 8, a 26 year old Tibetan man in India jumped to his death in the river Ganges, a few days after texting to a friend, “It is my personal decision... Free Tibet.” According to reports, Dhondup Phuntsok was wearing a ‘Free Tibet' t-shirt.

“Ruby di, sorry I lied actually I want to do it myself and it is my personal decision whatsoever the consequences maybe tonight,” Dhondup Phuntsok texted Ruby of Ganasamnnay, an Indian organisation that works for Tibetan refugees. “This is just me and myself. I will delete all the phone numbers from my cell so that no one gets disturbed if I am caught in this act…Free Tibet,” Dhondup Phuntsok wrote.

“I want to tell my people that writing free Tibet at the gate of the consulate is a better way to protest than self-immolating oneself,” Dhonduo Phuntsok further wrote.

And today, news that China is punishing devotees who see visions of the Dalai Lama in the moon.

A report coming out of Tibet say Phurbu Namgyal, a 20-year-old youth from Lhundup district near Tibet’s capital Lhasa, saw reflection of His Holiness the Dalai Lama in the moon recently. He confided his experience to his friends while working together at a club house in Lhasa. He told them that if someone gazes at the night sky one can see His Holiness the Dalai Lama in the moon. All of them then started looking at the sky to see the vision outside the club. The police from the public security bureau knew about this and arbitrarily picked up Phurbu Namgyal alleging him for committing an illegal act. His whereabouts and well-being remain unknown.

Yeshi, 27, a Tibetan man, set himself ablaze on Monday at a protest criticizing China's President Hu Jintao's visit to India. He died in a local hospital from his injuries, the general secretary of the Tibetan Youth Congress said in a statement. Born in Tibet but living in exile in India, Yeshi was an activist with the youth organization, which seeks independence for the Himalayan region, under Chinese rule for more than six decades. Tibetan settlements throughout India were "fortified" with heavy police presence following the incident. Within three days, two more Tibetan monks in China set themselves on fire in a similar act of protest.

Dozens of Tibetans have self-immolated in the past year to protest Chinese oppression. In addition to dousing themselves with fuel, some drink kerosene, so that the flames will explode from within.

The deaths this weekend of two Tibetan women bring the total number of Tibetans who have set themselves on fire in western China since March 2011 to at least 24. More than 16 are said to have died, in desperate acts of protest against oppression by Chinese authorities.

On Sunday, Rinchen, 32-year-old widow and mother of three, self-immolated in front of Kirti Monastery. On Saturday, 19-year-old Tsering Kyi burned herself alive in a vegetable market in Gansu province. She was a middle school student.

In related news, a young Tibetan monk who earlier burned himself has died, while another has had all four limbs amputated, and has reportedly received abuse from Chinese doctors in the hospital where he is being treated.

Three Tibetan Buddhist monks set have themselves on fire since Friday, in the latest reported self-immolations denouncing Chinese policies in Tibet and demanding the return of the Dalai Lama. The youngest was an 18-year-old named Nangdrol. From the Tibetan government in exile:

He died on the spot. Chinese police officers attempted to take away his body, but were prevented from doing so by the monks of Zamthang Jonang monastery. The monks later cremated him and performed all the necessary rituals and prayers for the deceased. According to eyewitnesses, while setting himself on fire Nangdrol folded his hands in a gesture of peace, calling for the return of His Holiness the Dalai Lama to Tibet.

Police and military presence are high throughout the region, particularly at monasteries where these tragic acts of self-sacrifice have taken place. By various accounts, as many as 25 Tibetans inside Tibet have self-immolated in protest in the past two years.

Many Tibetans are abstaining from celebrating Losar, as an act of protest and of mourning for those who have burned themselves to death. In response, Communist Party officials in Lhasa have banned those boycotts, resulting in what are described as "mandatory celebrations" of Tibetan New Year. In essence, Beijing is forcing mourning Tibetans to party.

The English-language Global Times, owned by People's Daily (the Communist Party's official newspaper) published this rich line of Newspeak:

The country's Tibetan-populated regions are in a party mood as the Tibetan New Year, or Losar, falls today, striking a stark contrast with the call by the "Tibetan government in exile" to cancel celebrations.

The Losar holiday, which lasts two weeks, is followed by the 53rd anniversary of the Tibetan uprising, which took place on March 10, 1959. It's hard to imagine the climate of military intimidation and surveillance in the region ratcheting up any higher, but the uprising anniversary date typically brings just that.

In Dharamsala, India, the home of the Tibetan government in exile and the Dalai Lama, three Tibetans today began an indefinite hunger strike. Solidarity protests were held around the world.

The Guardian's Asia correspondent Jonathan Watts sneaks into Aba, a remote town on the Tibetan plateau, and captures this video report of how Chinese authorities are trying to stamp out dissent among ethnic Tibetans through military security, propaganda and forced 're-education.'

Today, the latest in an ongoing string of Tibetan self-immolation protests against Chinese policies: a 19-year-old Tibetan monk set himself on fire in the same Sichuan province town where the Guardian video was captured.

The self-immolation of Losang Gyatso, a monk at the Kirti monastery is reported to be the second self-immolation by a Tibetan teenager in three days, and the 23rd since last March.

China's Vice President Xi Jinping, the man expected to take leadership of the Communist Party later this year, began his first visit to the US today. He is scheduled to meet with US president Barack Obama Tuesday. From the WSJ:

Outside the White House, Tibetan activists staged the first of several demonstrations they are planning during his visit to protest Chinese policies in Tibet, which they blame for a series of self-immolations by ethnic Tibetans over the past year.

Radio Free Asia reports that a 40-year-old Tibetan monk and his 38-year-old brother in Sichuan province were shot by authorities today, after participating protests against Chinese rule and calling for the return of the exiled spiritual leader, the Dalai Lama.

"The two brothers had been on the run for more than two weeks, and had been hiding in the hills in a nomad region when they were surrounded and fired upon."

In related news, yet another Tibetan monk is reported to have set himself on fire on Wednesday. Phayul identifies the monk here; it is not known whether he survived. A source who knows him describes him as “a kind and humble person who used to enjoy looking after pigeons."

That latest self-immolation took place at a monastery near the site of a large protest Wednesday, in which about 1,000 Tibetans marched to protest injustice under China.

RFA reports that in that protest, monks carried banners in the colors of the outlawed Tibetan flag demanding Chinese authorities "Respect the Tibetans—We are one in happiness and sorrow," and "Respect the Tibetan language."

Ethnic Tibetans throughout Tibet this week held some of the largest demonstrations against Chinese rule in four years. Chinese forces responded by shooting protesters. Up to 5 are said to have been killed and more than 30 wounded, according to Tibetan advocacy groups.

On January 9, a 42-year-old monk became the latest in a continuing string of desperate protesters who burned themselves alive to protest Chinese military rule and cultural repression.

A New York Times report gathered accounts from a number of human rights groups. NPR's Morning Edition today aired an extensive report on the worsening human rights crisis in Tibet (MP3 link).

Details are hard to confirm, as foreign press access to the areas involved is all but impossible. Free Tibet has more, and Radio Free Asia has compiled various reports.

Dr. Lobsang Sangay of the Tibetan government-in-exile in Dharamsala, India, issued a statement on the conflict, published in video on YouTube (and embedded above).

I want to tell my dear brothers and sisters inside Tibet that we hear your cries loud and clear. We urge you not to despair and refrain from extreme measures. We feel your pain and will not allow the sacrifices you have made go in vain. You all are in our heart and prayers each and every day. (...)

To demonstrate our solidarity with Tibetans in Tibet, I urge Tibetans and our friends around the world, to participate in a worldwide vigil on Wednesday, February 8, 2012. Let's send a loud and clear message to the Chinese government that violence and killing of innocent Tibetans is unacceptable! I request everyone to conduct these vigils peacefully, in accordance with the laws of your country, and with dignity.

The Chinese government responded to activist groups' reports on one recent shooting incident with a statement blaming monks and protesters, saying they attacked stores and a police station, and started a riot.

“The mob, some armed with knives, threw stones at police officers and destroyed two police vehicles and two ambulances,” read the report from China's official news agency Xinhua.

And there are reports of fresh protests again today, with more shootings. From an item at Phayul.com, posted just three hours ago:

In reports coming out of Tibet, another Tibetan was killed and several others seriously injured in police firings in eastern Tibet earlier today. This is the third bloody incident this week when unarmed Tibetan demonstrators have been fired upon by Chinese security personnel. At around 12 noon local time, a Tibetan man named Tharpa put up signed flyers around Zu To Bharma Shang, declaring that until the demands of the Tibetans who have self-immolated are met, Tibetans will never abandon their struggle and continue to organise more campaigns.

Since March 2011, 16 Tibetans have set their bodies on fire demanding the return of His Holiness the Dalai Lama from exile and protesting China’s continued occupation of Tibet. In a release today, the exile base of Kirti monastery said that Tharpa had himself gone around the town putting up the flyers with his name clearly signed on it.

“You, Communist Chinese, come and arrest me,” Tharpa had challenged.

Following the wave of self-immolations, numerous flyers and pamphlets have been reportedly cited in Ngaba and Drango areas, stating that many more Tibetans were ready to set their bodies on fire.

This morning, a demonstration took place in McLeod Ganj, a quiet Northern Indian village adjacent to the home of the Dalai Lama and the Tibetan government-in-exile. In this town on the southern end of the Himalayas, young Tibetan exiles staged a memorial for Tibetans inside China-controlled Tibet who have burned themselves alive in recent months.

11 have self-immolated since February 2009. Most are teenagers or in their early twenties. The youngest was 17. It is an expression of despair, and an act of protest against increasingly harsh Chinese military crackdown on ethnic Tibetan cultural, religious, and social systems. The demonstration was organized by Students for a Free Tibet and Regional Tibetan Youth Congress, Dharamsala.

Oxblood Ruffin was at the demonstration. He tells Boing Boing,

It was a very moving demonstration. Young monks carried a graphic banner with flames in the background and the text, Tibetans are dying for freedom. They were accompanied by demonstrators wearing masks of world leaders.

It would be a little dramatic to say things have come to a head. But there's a definite shift, and I suspect that the recent spate of self-immolations will continue. The desperation is palpable, and there seems to be a sense of, "What have we got to lose?"

The Chinese are playing this off as though the Dalai Lama is running around with a lighter and inciting the monks to kill themselves. But that couldn't be further from the truth. Tibetans are very depressed about what's going on. But their is a quiet respect for what the monks have done. It's viewed as the supreme sacrifice for the Tibetan people.

[DHARAMSHALA] Celebrities, politicians and other prominent individuals, including Nobel laureate Archbishop Desmond Tutu and musicians Radiohead have joined over 20,000 people in supporting a new campaign calling for coordinated global action to resolve the escalating crisis in Tibet, where ten young Tibetans have self-immolated since March 2011.

On the eve of the G20 Summit, Tibetans and their supporters are joining a Global Day of Action to highlight a Campaign for Global Intervention, an urgent call to world leaders to exert multilateral pressure on Chinese President Hu Jintao to ease tensions in Tibet.

Statements of concern following the self-immolations in Tibet have been issued by a number of governments, such as the United States, Germany and also the European Parliament. Campaigners are calling for a more coordinated, multilateral approach, including a joint demarche and the urgent creation of an appropriate and effective multi-lateral mechanism through which future diplomatic measures concerning Tibet can be agreed. Lobbying efforts have won the support of parliamentarians around the world, see www.StandupforTibet.org.

“Today, in 60 cities around the world, Tibetans and supporters are saying Enough! Enough to China's violent, military rule over Tibet, and Enough to world leaders for failing to hold Beijing accountable for its atrocities in Tibet. Inaction now will only lead to the tragic loss of countless more Tibetan lives, and we cannot stand by and let that happen,” said Dorjee Tseten, National Director of Students for a Free Tibet India.

The harsh reaction of the Chinese government authorities to the 2008 protests across Tibet and the follow-on compulsory “patriotic reeducation” or “legal education” at Tibetan monasteries. Although protests in Tibet have been initiated and joined by all sectors of the society, including students, monks and nuns are frequent targets of repression given that religious practice connected to the Dalai Lama is viewed as subversive by the Chinese government. Elements of the security crackdown in Tibet that began as a reaction to the 2008 protests are ongoing with tightened control all around the country.

Our Demands:

The People’s Republic of China must:

1. Immediately remove security personnel from the Ngaba (Ch: Aba) and Kardze (Ch: Ganzi) regions and from individual monasteries. All monks must be allowed to return unconditionally to their respective monasteries in the Ngaba and Kardze regions.

2. Release all those detained in connection to the 10 self-immolations since 16 March 2011 and account for the whereabouts and well-being of all those who have self-immolated since February 2009.

3. Allow foreign diplomats and independent foreign media unfettered access to all Tibetan areas, especially the regions of Ngaba and Kardze.

4. Immediately suspend the implementation of religious and security policies in Ngaba.

We call on G20 Leaders and other Governments to:

1. In partnership with other concerned governments, insist that the People’s Republic of China accede to the above demands, including allowing diplomats and media access to Tibetan areas.

2. Express their concern about the situation in Ngaba directly to Hu Jintao in the fringes of the G20 summit in Cannes, France.

3. Jointly démarche (officially reprimand)China concerning the situation in Ngaba, seeking a full accounting for the removal of monks from Kirti Monastery, including an explanation of the pretext or conditions under which monks were removed and their current whereabouts.

4. Urgently establish, with other concerned governments, an appropriate and effective multi-lateral mechanism through which future diplomatic measures concerning Tibet can be agreed.
