What is the purpose of a fulchau? I really don't know. I bought three of them for one dollar each over ten years ago at a dollar store in Boulder, Colorado. The fulchau is made in China. It's a plastic whistle, with a knockoff Barbie doll head attached to one end by a spring. The whistle has a compartment for two AA batteries, and the doll head has a light bulb in it.
