New York City's Department of Investigation released a report on 10 illegal NYPD chokeholds since 2009. Former Commissioner Ray Kelly rejected all 6 that were recommended for disciplinary action.
The Civilian Complaint Review Board recommended disciplinary action in each case.

We really don't know why the police commissioner came out with a different result, a lesser result than the CCRB recommended," NYPD Inspector General Philip Eure told WNYC. "That sort of thing undermines confidence.
