But yesterday, I figured it out. It's Wilson Fisk, aka Kingpin, from Daredevil. Played by Vincent D'Onofrio in the Netflix series, Kingpin is a scary, hot-headed, New York City crime lord. I did a search on Whitaker and Kingpin and found this pic on Imgur. Whitaker could be Kingpin's double.
