Australia and the U.S. state of California have both explicitly banned non-consensual condom removal during sex, an act often named stealthing. California's law is reportedly the first in the U.S.
[Governor] Newsom's office pointed to a 2017 Yale study that found both men and women have been the victim of stealthing. The researchers found that along with victims being fearful of having gotten a sexually transmitted infection or an unwanted pregnancy, they also described the experience as a "disempowering, demeaning violation of a sexual agreement."
Stealthing is already legally established as rape in the U.K., a perfect reminder that just because something's illegal doesn't mean it has much chance of getting prosecuted.
